Us poor muggles. For so many years (we're talking ancient times, here) we simply thought all witches were bad. Sure, we ignored the signs. In our book, that woman who knew how to cure ailments was just as bad as the one who stopped to curse neighbor Bob's billy goat because as far as we knew a witch was a witch was a witch. It was bad for the magic world, of course, but it was worse for us.
Just look at us now! How are we supposed to benefit from those magical abilities? We're wasting time waiting for buses and looking for cell service when, if we had gotten over our jealousy we would have been able to join forces with those who have magical ability. In fact, with all that intermarrying we could all be witches and wizards by now! And worse, how are we supposed to escape those witches that are actually dangerous? Take this ensemble, for instance, any Wizarding World occupant would know not to trust someone who's wearing so much velvet and spooky gauze but we would simply assume that she's some kind of eccentric. We could be so wrong!
Well, you know what they say. If you can't beat 'em, join 'em!
